Payment to person NOT currently owed money
With the app, unlike the website, one cannot currently record a payment to someone where that person is not currently owed money. As I like to pay individuals in advance, hoping this is a quirk easily fixed. Thanks!
Update: this is now possible on all platforms. For groups, you just click on settle up and scroll down for more options. To do a custom settle up between friends, you need to go to the non-group expenses entry in the group list and settle up from there.
Thanks for the feedback! We can probably make this possible at some point, though I’m not sure when it’ll get added to the schedule.

Update: it seems this is possible on the web, but not on mobile. Would love to be able to do this on mobile devices too, but understand if UX is the constraining factor.

Feature: a user B should be able to pay user A, even when user A owes or is square with user B. Right now, only the "owe-er" can issue a payment "Settle Up".
Rationale: this would be a happy medium for the folks who want to transact item-by-item. This allows us to track our expenses item by item, and more easily identify and categorize our spending (e.g. in Mint, which I'm sure a ton of Splitwise users also use).

Common situation: Alice and Bob live together. Alice pays for internet, Bob pays for rent. Alice bills Bob $20 for his share of internet, Bob bills Alice $700 for her share of the rent. Current balance: Alice owes Bob $680.
Presently, in order to pay item-by-item, Alice would have to "Settle Up" with Bob by over-paying her balance. She would pay $700, and then Bob would owe $20, and he could pay that.
If this feature were added, Bob could pay $20 at his convenience and then Alice would owe exactly her share of the rent, $700.
Implementation: presumably this isn't currently the way Splitwise works because the UX designers want to keep things as accessible and clear as possible. I respect that 100%, and you've done a great of that. So maybe this would be a configurable feature, default=off.
